There are literary consultants who, for a fee, will read your work and advise you on its suitability for publication. Information is readily available in The Writers' and Artists' Yearbook, or in magazines such as Writers' News and Writing Magazine.
I also recommend that you read Writing Children's Fiction: a Writers' and Artists' Companion if your query is about submitting work or seeking a consultant. You may well find the advice or guidance you need there.
